Artists in Africa are increasingly expressing themselves through contemporary art media. This painting was actually made as a clothes hanger, for displaying clothing in a shop, with a woman's head. This would serve as a "low-tech" mannequin for an African women's clothing shop. Apparently the artist used a woman he knows because he has included the name "Mariam Toure".
